MCKINNEY-VENTO INFORMATION

KIPP Indy Public Schools provides services to students and families experiencing housing instability in accordance with the McKinney-Vento Act. The goal of KIPP Indy Public Schools is to ensure that housing instability does not impact the student’s ability to attend school and receive a high-quality education.

The McKinney-Vento Act provides rights and services to children and youth experiencing housing instability, which includes those who are: sharing the housing of others due to loss of housing, economic hardship, or a similar reason; staying in motels, trailer parks, or camp grounds due to the lack of an adequate alternative; staying in shelters or transitional housing; or sleeping in cars, parks, abandoned buildings, substandard housing, or similar settings.

BASIC RIGHTS OF STUDENTS

IDOE List of Students’ Rights

  • Schools must post information in the community regarding the rights of students experiencing housing instability, in schools and other places that families may frequent.
  • Students experiencing housing instability must be provided a written statement of their rights when they enroll and at least two times per year.
  • Students experiencing housing instability may enroll without proof of residence, school, medical, or similar records.
  • Immediate enrollment means attending classes and participating fully in school activities.
  • Includes participation in programs for which students are eligible, such as, educational programs for children with disabilities, English learners, career and technical education, programs for gifted and talented students, AP classes, etc.
  • Students experiencing housing instability may attend their school of origin or the school where they are temporarily residing.
  • School of origin: Defined as the school the student attended when permanently housed or the school the student last attended.
  • School selection decisions are based on what is in the best interest of the student.
  • Student can remain in the school of origin for duration of their housing instability or until the end of year in which student obtains housing.
  • Students experiencing housing instability have a right to transportation to school.
  • Transportation should be comparable to what other students receive.
  • Categorically eligible for free school meals and textbooks.
  • Assistance with school supplies, technology, uniforms, fee waivers, and other needs.
  • Referrals to health, dental, mental health, housing, substance abuse, and other appropriate services.
  • Students are automatically eligible for Title I services.
  • School districts must reserve a portion of Title IA funds to serve students experiencing housing instability.
  • Eligibility for Title I, Part A services lasts for duration of housing instability or until end of year in which student obtains housing.
  • Districts must have clear procedures in place to award full or partial credit for course work completed in a previous district.
  • Assist UHY with FAFSA verification.
  • Provide UHY/HCY with information and individualized counseling for college preparedness.
